An observation covers a particular time and place. A period with no relevant activity is not proof of what occurred outside that period, and gaps in observation should not be treated as confirmed facts.

Will one session answer my question?
It depends on what happens during the observation window. Additional sessions may be worth discussing if the initial period does not address the objective. Any further work should be considered against the information obtained and the remaining budget.
Is surveillance the same as a vehicle sightings report?
